The short explanation of this alert was:

When Congress returns after the spring district work period, lawmakers may try to move an immigration bill that doesn’t protect workers – expanding what’s known as the H-2B temporary guest worker program – a program that allows employers to bring in seasonal workers to work in construction, landscaping, resorts and other places - without any labor protections. This program should not be expanded without labor protections and provisions to ensure that wages aren’t driven down for all workers.

The H2B program is notorious for exposing workers to exploitation by unscrupulous employers.  One report by the Southern Poverty Law Center likened the conditions many workers face to slavery; finding widespread abuses including withholding pay, unsafe working conditions, and threats of deportation and retaliation when workers complain. These abuses often go undetected and unreported because there are little or no investigative resources or enforcement authority for the H-2B program.

Without reform, expanding this program and allowing more H-2B workers will only serve to further drive down wages and standards for everyone working in these industries.
